SITUATION

1. Central Region Army Cadet Regional Expedition Ontario Traverse 2017 (also identified as
Ontario Traverse Regional Expedition 2017) will be conducted in the National Capital Region from
10 – 19 March 2017. The expedition will involve snowshoeing, cross country skiing, winter
camping, and winter survival training.

MISSION

2. An expedition is any activity that consists of dynamic travel of no less than one day with an outdoor overnight component in duration, where there is a clear goal associated with the activity. Expeditions include expedition activities components and inherently practice the application of Star Program skills. The Ontario Traverse Regional Expedition 2017 will be designed using the following parameters:

a. six days in duration (excluding two days travel, one day of pre-training and one day post-expedition de-kit);

b. will be designed to provide a significant sense of personal accomplishment. Cadets must be reasonably capable of meeting the challenge presented to them based on past experience and training;

c. will utilize an experiential approach to learning comprised of a minimum of 75 percent adventure-based activities at an intermediate to advanced level of intensity. The remaining time will be allocated to new skill development training;

d. will allow cadets to utilize skills that have previously been taught and practiced; and e. will represent a level of challenge and adventure that exceeds that available at the expedition centre level.

EXECUTION

3. Regional Cadet Support Unit Central (RCSU Central) will select individual cadets in accordance with (IAW) the specified references and detail areas of responsibility for the administrative and logistical arrangements for the conduct of the expedition. The application process and associated deadlines are detailed at Annex A of this order.

4. Gold Star qualified cadets who wish to be considered for one of the fourteen cadet positions, must meet the following selection criteria:

a. be Gold Star Qualified by 31 July 2016 with NSE or provincial NSE ranking;

b. be a minimum 15 years of age by 10 March 2017;

c. have successfully completed a Silver and a Gold Star expedition training weekend;

d. have attained at minimum the bronze incentive level of the Cadet Fitness Assessment Incentive Program (CFAIP) qualified not earlier than 1 September 2016 (priority will be given to cadets who have achieved a higher incentive level);

e. be medically fit IAW CATO 16-02 and have no medical restrictions (failure to declare a medical restriction is considered a breach of trust which could lead to injury and/or return to unit at parent/guardian’s expense);

f. possess an exemplary record of cadet service and have demonstrated a high level of personal discipline;

g. have the informed consent of their parent/guardian; and

h. be recommended by their corps’ Commanding Officer (CO).

5. All cadets must be pre-screened by their cadet corps to ensure that they are able to meet the bronze incentive level of the CFAIP. This standard is required to ensure that participants can meet the physical challenges of this expedition without compromising the safety of themselves or others.

All participants will be tested upon arrival in Ottawa, ON - any individual who arrives unable to meet the physical requirements will be immediately Returned to Unit (RTU).

TRANSPORT

6. Cadet transportation to and from the assembly point will be coordinated by area detachments
IAW the timelines and deadlines indicated in reference A.

7. Cadets must report into the assembly point, 5 Brouillette Rd, Connaught Range and Primary
Training Centre (CRPTC), Nepean, ON on 10 March 2017 no earlier than 1500 hrs and no later than
1600 hrs.

8. Cadets will depart for home from the assembly point, 5 Brouillette Rd, CRPTC, Nepean, ON
on 19 March 2017 no earlier than 0900 hrs.

9. All cadet transportation details, including the contact information for the escort officer, must be forwarded to the cadet corps CO and the J35 Expd Trg O NLT 27 February 2017.

10. When selecting escorts preference should be given to officers of the rank lieutenant and below, a Captain shall only be selected if all other options are exhausted.

11. Expedition staff transportation will be coordinated by the RCSU Central J4 section.

12. Expedition staff will report to 5 Brouillette Rd, CRPTC, Nepean, ON on 8 March 2017 between 1900hrs and 2100hrs.

13. The expedition team leaders (Expd TLs) and the expedition logistics officer (Expd Log O)
will return home on 19 March 2017 and the expedition officer in charge (Expd OIC) will return home
on 20 March 2017.

FINANCE

14. RCSU Central J8 section will be responsible for preparing and processing pay and travel claim documents for selected expedition staff.

15. Authorization for TD for expedition staff will be IAW this order and the spreadsheet developed by the J35 Expd Trg O which will detail personalized travel times and dates, method of travel and approved meals.

16. Certified pursuant to subsection 32(1) of the Financial Administration Act (FAA), sufficient funds have been committed and funds may be expended to complete planning and execution of the Northern Extreme Regional Expedition.

17. The financial coding for this activity is detailed in Annex B.
